This is an original 1987 G.I. Joe Cobra W.O.L.F. (Winter Operations Light Fighting Vehicle) from the A Real American Hero line by Hasbro.

Released in 1987, the Cobra W.O.L.F. is one of the most iconic Arctic vehicles in the G.I. Joe universe. Designed for snow and ice combat, this heavily armed tracked vehicle features twin missile launchers, rotating cannons, and a distinctive blue-and-white winter camouflage.
